This is a highly skilled technical position performing; analysis, development, operation, maintenance and troubleshooting related to all control and SCADA systems at various locations throughout the City of Cocoa Water Utility System. This position requires the ability to analyze, modify and write computer programs utilizing Invensys Wonderware HMI, Siemens TIA Portal, Siemens Step Seven, Intellution FIX, and Ladder Logic/Function Block as well as other computer programming protocols. Technical tasks will include hands on troubleshooting and repair of SCADA PLC/HMI control system hardware/software, field instrumentation and control devices, SCADA radio communication as well as the SCADA network and related appurtenances. The Systems Analyst is responsible for modification of existing programs to reflect changing requirements in system or equipment configuration. Assists in determining the cause of computer system, program and operating malfunctions. Through consistent research and sound application engineering methodologies the Systems Analysts provides solutions and developmental procedures to insure the SCADA system resides in the latest technology revisions available to the system making recommendations for design improvement as needed. The Systems Analyst works to determine future strategies to develop SCADA related systems such as security, historical data documentation and computer maintenance management software options. Strong communicative skills and the ability to work closely with other skilled technical staff are needed as projects can vary in size and complexity. Technical skills may be used to support Information Technology tasks relative to shared networking systems and computer functions as well as assist in the installation and maintenance of hardware/software for the City of Cocoa’s primary business related intranet and PC systems. This employee must demonstrate the ability to multi-task and work in a fast paced team environment with the goal of meeting multiple deadlines. The Systems Analyst works under the direction of the Plant Superintendent and Chief Operator of the Dyal Water Treatment Plant. Operates, troubleshoots, maintains, diagnoses, analyzes and performs corrective steps to resolve problems with network communications, hardware/software configurations, SCADA radio communication systems and SCADA network systems and devices. Creates, edits and troubleshoots reporting and historical data related problems. Coordinates/upgrades, expansions, shutdowns, and new installations to SCADA system. Recommends and assists in the implementation of future developmental projects related to SCADA functions. Installs new and updated versions of software, coordinates installations of all new hardware and data communications equipment, modifies graphics on users screens, modifies and creates alarm points and conditions. Uses electrical and instrumentation testing/metering measurement tools to troubleshoot diagnose and repair SCADA field devices and related data monitoring equipment. Performs configuration changes repair or replacement of SCADA servers, switches and routers. Performs routine preventative maintenance on all SCADA and network related equipment and systems. Provides software and business process training for general operations staff and management level employees. Produces required documentation, procedures and data entry instructions. Tests and performs debugging procedures to assure reliability of programs. Prepares program flow charts, programming logic charts, data element definition, record layouts, formats printer spacing charts and produces required output reports. Builds database systems, programming interfaces and conducts on-line program tests. Performs application diagnostics, modifications and special reports. Facilitates any required recovery of application data, downloads PLC programs and develops back-up schemes and protocols to assure computer system and data bases are secure and fully reliable. Flexibility to work at different times and various locations as required and work overtime if required. Able to operate tactfully under pressure. Performs other related duties as required by the Water Plant Superintendent or designee.
Knowledge, Abilities, and Skills
Considerable knowledge of SCADA systems and related field data acquisition devices, Plant Process Automation systems, Networking, Virtual Machines, Automated Document Management systems and Security systems to ensure all systems are operating efficiently and reliably. Knowledge of office automation, data processing, word processing equipment, practices and procedures. Knowledge of computer operations and the concepts of operations systems, utilities, and application software. Knowledge of information network or operating systems troubleshooting and maintenance procedures. Knowledge of wide area networking, telemetry systems, data communications, and multiple communications protocols. Knowledge of PLC’s, Instrumentation devices, analog and digital devices, test equipment, network equipment, hubs, switches, fiber devices and protocol converters. Must be willing and able to attend specific software/hardware training classes in order to stay on the leading edge of current technologies and industry standards. Familiar with the various uses and types of computer hardware utilized in industrial operations. Ability to effectively communicate and interact with all levels of employees and officials in both written and oral presentations. Must be able to demonstrate the ability to work with limited supervision, establish goals, prioritize problems and manage time effectively. Must have a positive team-management attitude. Computer programming and system design experience is required. Must be able to effectively use sophisticated diagnostic test equipment, meters, analyzers, etc.
ESSENTIAL PHYSICAL SKILLS
Moderate carrying fifteen (15) to forty-four (44) pounds. Use of fingers, both hands required. Good vision required. Must be able to operate and drive a motor vehicle.
