This is a responsible and independent position working under the direction of the Facilities Manager within the Public Works Department. Incumbent administers, directs, and manages various contracts and agreements for the City. Position is expected to be very detailed oriented, budget conscious, and date compliant, utilizing a high degree of professionalism to obtain targeted goals. Executes tasks according to City policies and procedures as required for successful contract execution from initial concept through completion. Utilizes established information systems within the division to track performance measures related to project schedule and budget; manages project budgets. Generates tracking and management systems as required utilizing computer software to track contractor performance. Oversees Public Works Contracts and work performed by contractors, including: specifications development, bidding, selection of contractors, fee negotiations, payment approvals, grant administration and quality control. Coordinates the bidding process through the Purchasing Division from specification preparation through contract award recommendation. Coordinates implementation of budget controls and work documentation through the city’s project accounting system. Monitors and updates the Public Works Pavement Management system. Required to maintain a positive working environment conducive to employee morale, quality, creativity, and teamwork. Works effectively with a variety of staff, other governmental representatives, and the public; deals tactfully and courteously with the public and maintains composure in difficult and/or stressful situations. Performs other work, as required; including scheduled or unscheduled call-out response to emergencies that may arise.
Knowledge, ability and skills
Knowledge of project funding, financing, and budgeting. Ability to plan, organize and monitor activities according to priorities, established schedules and deadlines. Knowledge of the principles, practices and procedures of public and business administration as applied in a large organization. Skill in using personal computer, and data and business management software in performing duties. Ability to organize, analyze, interpret and evaluate problems and provide practical, cost effective solutions; ability to manage multiple priorities; ability to communicate effectively with customers, co-workers, contractors and the general public, both orally and in writing. Ability to create and deliver public presentations; briefing the status of assigned contracts.
