Perform experienced professional work in support of the City’s Housing and Neighborhood Services Programs. This is responsible technical and administrative work involving project management and housing development. This employee is involved in the planning, research, design, development, coordination and implementation of housing and neighborhood development programs and projects and is also responsible for assisting owners of selected residential properties in making general property improvements in accordance with applicable program guidelines and facilitating neighborhood construction projects. Work is reviewed through observation, conversation and analysis of program results. Prepares federal and state public service and construction contracts; processes documentation necessary for bidding and prepares notices for awards of bids and notices to proceed; oversees Davis Bacon requirements, coordinates with drafting personnel in the preparation of working drawings of renovations to residential, non-residential and commercial structures. Determines client program eligibility for the City’s CDBG, SHIP and HOME Housing Programs under existing laws and regulations. Evaluated income, household debt, family status, property and assets status, and related information to verify client eligibility. Determines assistance amount based on client’s interview and data analysis. Makes appropriate placement of applicant in housing assistance program based on eligibility and need. Coordinates assistance with clients. Evaluates needs of clients identifying problematic areas, providing possible solutions, and making referrals to other community services as needed. Maintains and documents case files, including all federal and state requirements. Closes out cases at the completion of client’s assistance or determination of client’s ineligibility. Reviews real estate contracts and good faith estimates for accuracy and compliance with the City of Cocoa’s housing program guidelines (sales price, earnest money, closing date). Assess HUD-1 settlement statement for proper closing cost and client assistance. Coordinates and refers files to construction specialist for initial residential inspection. Inspects construction work for compliance with plans, specifications and codes and coordinates with building code officials on both the initial and final inspection of properties; enforces provisions of contracts and reviews and submits recommendations on contractors’ requests, affidavits and related documentation. Maintains accurate records and prepares Federal, State and local reporting forms for submission to the appropriate agency; conducts surveys of residential and commercial structures to determine restoration needs and assists in determining projects and establishing work priorities. Prepares environmental records to determine property location within flood zones and ensure proper insurance is recommended to the client. Prepares loan documents for closing. Set up and Maintain client and financial information in the required federal and state tracking systems (HUD’s Integrated Disbursement and Integration System and Florida Housing Finance Corporation’s SHIP Tracking Software). Ensures that Mortgage Modifications, Notice of Commencements, and Satisfaction of Mortgages are recorded with the Clerk of the Court. Attends and represents the City of Cocoa and the client at First Time Home Buyer and Repair closings with Title Companies. Performs loan underwriter duties and provides expertise on the City’s housing programs and verifying that established policy and procedures are followed. Conducts program checks and balances and processes contractor’s request for payment after proper authorization is acquired. Audits files for program compliance, assists and responds to federal and state monitors on program inquires and annual inspections. Prepares monthly, quarterly, and annual statistical reports reflecting housing program performance and service provision. Administrator of the Florida Hardest Hit Program. Performs related work as assigned.
KNOWLEDGE, ABILITY AND SKILLS
Some knowledge of building construction methods and practices, including materials and labor costs; Minimum housing quality standards and construction knowledge; Ability to interpret and work from blue prints, sketches, diagrams, technical orders, manufacturers’ manuals and specifications; Ability to maintain comprehensive records of housing and grant activities and compose related reports and correspondence as required. Ability to work with the public in achieving the goals of the Department. Ability to perform public speaking. Ability to multi-task and work under minimum supervision. Ability to learn federal and state guidelines for grant funding programs. Ability to understand and interpret rules, regulations and policies. Ability to operate modern office equipment. Ability to establish and maintain cooperative working relationships with city officials and employees, the general public and representatives of other agencies toward the accomplishment of assigned projects. Ability to gain the trust and cooperation of others to effectively communicate concepts and ideas. Ability to work effectively with a variety of staff, other governmental representatives, and the public; deal tactfully and courteously with the public and maintain composure in difficult and/or stressful situations. Ability to express ideas clearly and concisely, orally and in writing.
