This is responsible administrative work in compiling and disseminating public information. Research, planning, development and coordination of water and energy conservation programs are important aspects of this position. Other areas of involvement include marketing reclaimed water and keeping Cocoa residents informed about reuse and recycling programs. The work requires the ability to communicate effectively with city employees, customers and the general public and be able to give frequent presentations. Good oral and written communication skills and detailed problem solving ability are necessary for the effective performance of this function. This work will be performed under the general direction of the Utilities Director or Deputy Director. Monitors water consumption, production, conservation, and reuse expansion programs for compliance with State and local laws relating to water conservation and Cocoa's Conservation Plan. Conducts surveys to determine effective ways to reduce water/energy usage in residential, commercial, and industrial entities. Develops and coordinates public information/education programs for conservation of water and energy and the recycling of solid waste. Organizes and presents educational events at local schools and other community events to promote water conservation. Works closely with media, civic groups, customers, and regulatory agencies to promote public projects meeting departmental goals and objectives. Assists Managers in coordinating programs with State and local agencies, and with the public and customers. Maintains contact with water/energy users; acts in advisory capacity to Director of Utilities and/or Deputy Director and Public Works on water conservation and consumer confidence issues. Prepares the annual Water Quality Consumer Confidence Report consistent with all local, state and federal requirements. Ensures all Consumptive Use Permit conservation goals are met each year by tracking events and rebates. Act as City spokesperson during certain events as necessary such as during public notifications. Maintain city website links and update site frequently with boil water notices and rescissions.
