CODE ENFORCEMENT SUPERVISOR

The Code Enforcement Supervisor oversees the operations of the Code Enforcement Office under the supervision of the Community Development Director. Under administrative direction, the purpose of the position is to supervise inspection work enforcing codes, ordinances and related regulatory requirements for the general public and business entities within the City of Cocoa and oversees the Code Enforcement Board by preparing cases for presentation and testifying as necessary. The supervisor is to review complaints and assist subordinates in developing recommendations to resolve any complaints concerning code violations. Position provides support and/or assistance to employees, the general public and property owners as necessary. Conducts field inspections and issues courtesy written and/or verbal legal notices of code and regulation violations.Maintains appropriate records and files. Interacts with City Attorney in preparation of code enforcement cases. Interacts with other City, County, and State agencies to enforce violations.Interacts with general public in the enforcement of City Codes.Establish and maintain cooperative working relationships with city officials and employees, the general public and representatives of other agencies toward the accomplishment of assigned projects.Plans, schedules, supervises and evaluates code enforcement inspection personnel to ensure quality standards and timely completion of all inspections.Gain trust and cooperation of others to effectively communicate concepts and ideas.Work effectively with a variety of staff, other governmental representatives, and the public; deal tactfully and courteously with the public and maintain composure in difficult and/or stressful situations.Supervises systematic site inspections of properties and structures within the City to ensure compliance with all applicable City, State and Federal codes and regulatory requirements; enforces all aspects of the City’s codes and ordinances.Investigates code or ordinance non-compliant conditions on private property, public property and on business establishments.Reviews case documentation and incident reports.Presents evidence in various legal proceedings.Performs related work as required.

MINIMUM QUALIFICATIONS:
Candidates must meet the following minimum qualifications in order to be considered for this position:


Knowledge, ability and skills 
Knowledge of the principles and practices of the code enforcement process. Ability to review applications and interpret and apply basic code requirements as well as provide administrative support ensuring public notice and legal advertisement requirements are met. Must be able to maintain effective oral and written communications with the Community Development Director, the Planning and Zoning Manager and Code Enforcement staff as well as other employees and the general public. Must be able to work with public and private interests in achieving the goals of the Department with regard to complex and diverse code enforcement topics. Must be able to operate a PC as a tool in communication, analysis and design. Ability to work independently and carry out assignments to completion with minimum supervision; adhere to prescribed routines and practices; maintain complex records and to make reports requiring extreme accuracy. Considerable knowledge of investigative principles, methods and techniques, and case management principles for the purpose of preserving evidence and establishing documentation and an audit trail for legal purposes. Knowledge of the geography, streets and principal locations of the City. Skill in applying sound principles of independent judgment and discretion during inspection activities. Ability to effectively communicate and speak before public groups and respond to questions.

ESSENTIAL PHYSICAL SKILLS

Ability to drive City vehicles. Occasional climbing of up to thirty (30) feet vertically. Occasional frequent bending, kneeling, stooping, pulling, and pushing. Occasional heavy lifting objects weighing up to fifty (50) pounds. Ability to traverse uneven terrain. Ability to enter confined spaces with openings as small as 36" in diameter. Requires extensive outdoor work in all weather; requires investigations of health hazards, unsafe structures, walking through overgrown areas and investigating chemical dumpsites. May involve investigations of structures or area with offensive odors.
