This is a professional exempt position where work is performed with little direct supervision under the general direction of the Finance Manager. This position will maintain and reconcile the City's general ledger and accounts; prepare adjusting and closing entries for the general ledger; reconcile bank accounts; prepare reports and assist external auditors. This position is responsible for the reconciliation of cash receipts and investment portfolios; analysis and implementation of debt and investment strategies; and various other analyses and projects as requested by management. This position works with the external auditors and assists with the annual audit and financial statement preparation. This position reports to the Finance Manager. Reviews the City’s Investment Policy annually and makes appropriate recommendations for changes based on current laws, regulations and economic conditions. Monitors bank accounts and performs related reconciliations and understands the business drivers for cash inflows and outflows. Prepares monthly reconciliation of investment portfolios and prepares associated journal entries. Monitors monthly investments and prepares yield analysis for senior management. Closely monitors the City’s restricted assets and works with departments to ensure the spending is within the guidelines of the restriction of the investment. Closely monitors the City’s debt reserve requirements and makes appropriate requests for money transfers to ensure the City is maintaining the correct debt service reserve balances. Researches investment tools and presents options to the investment team for review. Monitors debt service schedules by informing management when payments are due, requesting management to transfer money to the appropriate accounts, preparing journal entries for the transfer and debt service payments. Investment Committee member and attends/coordinates all Investment Committee meetings. Responsible for working with the Grants Coordinator and various departments for the correct and accurate accounting of the revenues and expenses associated with the grants. Reviews current practices and procedures, provides analyses, and makes recommendations to senior management on possible alternatives. Works with the Finance Manager to prepare the annual tax roll related to fire assessment. Participates in the recording of accounting transactions, maintenance and reconciliation of journals, general ledger and subsidiary ledgers. Assists the Finance Manager in the preparation of the fiscal year-end financial statements and reports including the Comprehensive Annual Financial Report (CAFR), footnotes, statistical section and related reports. Monitors the spending of all projects related to debt service (restricted) and prepares reports of spending and debt proceed balances to senior management. Examines fiscal records of various City departments. Maintains, analyzes, and reports on various cost accounting records and spreadsheets. Maintains records of City investments and cash transactions. Performs various other tasks as required by Management.
MINIMUM QUALIFICATIONS:Candidates must meet the following minimum qualifications to be considered for this position:
Knowledge, ability and skills:
Strong knowledge of governmental/public accounting and auditing principles and practices; Strong knowledge of fund accounting and its application to a wide variety of accounting transactions and problems. Extensive knowledge of personal computers and software applications, particularly Excel, Word and Windows. Ability to make decisions pertaining to accounting policies and procedures within established governmental accounting principles and guidelines. Prepare financial and accounting reports, using Excel and Word and perform various analyses. Ability to work effectively and amicably with various departments and administrative personnel.
