HUMAN RESOURCES COORDINATOR

Under the general direction of the Administrative Services Director, performs responsible personnel administration work in carrying out City policies and procedures relating to a wide variety of Human Resources programs and activities. The Human Resources Coordinator is expected to ensure compliance as it relates to recruitment, position classification, compensation, performance management, and union contract interpretation. Employee is also responsible for interpreting existing personnel ordinances, policies and procedures; addressing employee complaints or concerns; and acting as liaison to outside organizations and agencies. Employee must exercise initiative and independent judgment in ensuring proper administration of personnel programs. Employee must also exercise tact and courtesy in frequent contact with employees, elected officials and representatives of outside agencies and organizations. Assists the Department Director in establishing goals and objectives for the Division; attends meetings representing the Division in personnel matters. Keeps informed about new rulings, changes in laws, and changes in regulations and recommends policy adjustments as needed. Responsible for tracking position changes and keeps detailed records on requests, approvals, and denials related to position changes.  Reviews employment requisitions for accuracy and advises the Director of discrepancies.  Processes requisitions for posting. Maintains and updates all job descriptions working with appropriate Department Director and coordination with/or Human Resources staff.  Ensures all job descriptions are consistent in formatting.    Prepares and distributes all job postings for the City. Maintains and updates postings on City’s website.  Provides weekly job bulletins as necessary for external advertising in various publications and on the Internet. Follows up on all vacant jobs to get them filled/closed as soon as possible.  Represents City of Cocoa at area job fairs. Coordinates with sponsors and prepares all required information as needed. Maintains the City’s performance management/employee evaluation program. Makes recommendations to the Department Director for improvement to the program as necessary. Assists the Department Director with training programs for management and personnel. Conducts periodic salary surveys and recommends appropriate revisions to the classification and pay plan.  Performs research and compiles information related to surveys for salaries, EEO, Department of Labor, and other various surveys.   Assists the Department Director in investigating matters related to re-allocation of positions, working conditions, disciplinary actions and employee grievances.  Interprets the personnel policies and union contracts to department heads, supervisors, union representatives, other agencies, and the public.  Assists the Department Director in preparing for union negotiations and prepares surveys/reports/information to assist in the formulation of contract language and wage and pay scales. Prepares periodic, routine and special reports for the Department Director relating to the operation of the organization. Establishes and maintains cooperative working relationships with city officials and employees, the general public and representatives of other agencies toward the accomplishment of assigned projects. Responsible for handling all FMLA requests and ensuring proper paperwork is filled out on time and any extensions are processed through the Department Director. Maintains security system for all city facilities including issuing employee ID/timekeeping badge, and access to facilities based on directives and requirements stipulated by Department Heads or designees. Maintains detailed records on facility security readers, access levels, time zones; updates holiday schedules for each facility; adjusts access levels to meet facility access needs. Responds to and oversees public records requests as needed.  Performs other duties as required.

MINIMUM QUALIFICATIONS:Candidates must meet the following minimum qualifications in order to be considered for this position:

Knowledge, ability and skills 
Requires the ability to coordinate, manage, strategize, and/or correlate data and or information. Requires the ability to exercise the judgment, decisiveness and creativity required in situations involving the direction, control and planning of an entire program or set of programs.  Ability to communicate effectively both verbally and in writing. Ability to conduct research, analysis, and develop reports, manuals, and/or presentations based on findings. Must exercise a high degree of confidentiality and integrity. Working knowledge of human resources practices and procedures is preferred. Proficient in the use of a variety of computer programs, including Microsoft Office and various office equipment.

ESSENTIAL PHYSICAL SKILLS

Must be able to perform tasks that involve the ability to exert light physical effort in sedentary to light work, which may involve some lifting, carrying, pushing and/or pulling of objects and materials of lightweight [five (5) to ten (10) pounds]. Tasks may involve extended period of time at a keyboard or workstation.  Some tasks require visual perception and discrimination.  Some tasks require oral communications ability.  Tasks may risk exposure to heat, cold, odors, toxic agents/chemicals, noise, machinery, violence and traffic hazards. Must be able to perform in stressful situations.
