This staff member serves as a critical member of the City of Cocoa’s leadership team and as an advisor to the City Manager. This position will serve a critical role in developing, implementing and monitoring strategic and performance measurement plans to achieve optimal organizational performance. This position involves internal and external public contact and requires skill in handling difficult situations, complicated schedules, and inflexible deadlines. Someone in this position must possess and exercise organizational skills, initiative, independent judgment, and exercise confidentiality in the performance of assigned tasks. Reports to and serves at the pleasure of the City Manager. Provides support and assistance to the City Manager in carrying out the duties of the office. Monitors, tracks and follows up on assignments provided to other staff. Assists the City Manager’s in responding to citizen inquiries, requests, and complaints. Undertakes and manages special projects assigned by the City Manager such as research, program evaluations, financial analysis, staffing reviews and equipment evaluations. Participates in and facilitates strategic planning and performance management initiatives. Ability to evaluate organizational processes, identify organizational and process improvements and develop, implement and monitor process improvements to increase efficiencies and effectiveness in municipal service delivery. Develops strategies for improving programs to better meet the needs of the City’s elected officials, professional staff and residents. Monitors developments, innovations and programs in other municipalities. Informs the City Manager of items that may be useful in the City of Cocoa. Attends City Council and other appropriate meetings, prepares and make presentations and providing input as necessary. With the City Manager’s guidance, may represent the City in dealing with other cities and outside agencies. Promptly notifies the City Manager of any and all significant events that come to his or her attention. Handles sensitive information and maintains confidentiality as appropriate. Composes letters, agenda items, statements, and other routine and non-routine material, for internal and external correspondence. Researches, collects, and organizes data from various sources and prepares periodic or special reports and presentations. Collaborates, coordinates, and monitors progress of various assignments, projects and programs in order to facilitate accomplishment of goals and objectives. Reviews and edits material to be signed by City Manager for clarity and accuracy. Works effectively with a variety of staff, other governmental representatives, and the public; deals tactfully and courteously with the public and maintains composure in difficult and/or stressful situations. Plans work routine, determines priority of assignments and adjusts schedule as needed to accomplish objectives. Schedules and coordinates meetings and informs City Manager of important meetings. Compiles, organizes and prepares meeting materials in advance of meetings. Provides information to other departments and the public, applying significant knowledge of department rules, regulations, and procedures. Provides support to other departments as needed and directed by the City Manager.
