ASSOCIATE ENGINEER - UTILITIES ENGINEERING DEPARTMENT

Performs a variety of entry level engineering activities including design, preparation and/or review of plans, parcel maps, easements. Individual will be required to prepare and submit permits for projects to numerous local, state and federal agencies. Performs project management duties as assigned from the Capital Improvement Projects (CIP) including on site coordination with contractors and coordination with in-house inspection division. This employee is responsible for assisting in the activities of the Engineering Department in planning and performing technical engineering services for public utilities construction and maintenance. The work requires application of technical ability and skills in the civil/environmental field. Work is performed under the supervision of the Engineering Division Manager. Assists Engineering Division Manager in implementing specific City objectives for utilities construction and maintenance projects. Assists in managing work programs, project plans and specifications reviews.  Performs hydraulic analysis, engineering calculations and engineering analysis of utilities projects. Manages and coordinates utility-related in-house projects, conducts analysis of water distribution system, wastewater collection system, and reclaimed water distribution systems using hydraulic software.  Assists with coordination of construction and maintenance activities performed by private contractors and other utilities within the public right-of-way including pay applications validation, basic project accounting and funding, change order review and processing requests for information Uses engineering principles to assist in the planning, permitting, design and layout of department projects and facilities. Collects and compiles project information as necessary for the continued development of the Utilities Department asset management data base. Must possess good analytical skills and analysis skills in relation to engineering problem solving.  Prepares written reports and maintains accurate records for projects for the EDM. Performs related work as required.

 

Knowledge, ability and skills 
Knowledge of the principles and practices of civil or environmental engineering as applied to the development, construction, operation and maintenance of public utilities and engineering projects.  Maintain effective oral and written communications with the Engineering Division Manager, other employees and general public.  Ability to operate a personal computer as a tool in analysis and design. The ability to use hydraulic modeling software such as InfoWater/InfoSWMM experience is desirable. Familiarity of Geographical Information Systems such as ArcGIS and ArcMap is desirable.  

ESSENTIAL PHYSICAL SKILLS
Ability to drive City vehicles including pick-up trucks, vans, and automobiles.  Occasional climbing of up to 30 feet vertically.  Occasional bending, kneeling, stooping, pulling, and pushing. Occasional heavy lifting (objects weighing up to 50 pounds).  Ability to traverse uneven terrain.  Ability to enter confined spaces with openings as small as 36" in dimetria. Must be able to sit or stand for long periods of time.

ENVIRONMENTAL CONDITIONS
Ability to work outside in inclement weather, as well as inside in close proximity to others.  Exposure to all environmental factors such as; chemicals, odors depending will depend on projects or plant processes.
